Mistral AI and Luxembourg enter into a strategic partnership
On 17 June 2025, the Government of Luxembourg, represented by the Prime Minister, the Minister for the Economy, SMEs, Energy and Tourism, the Minister for Defence, the Minister for Digitalization and Minister for Higher Education and Research, and the Minister Delegate to the Prime Minister, responsible for Media and Connectivity, signed a strategic partnership with Mistral AI aimed at strengthening technological innovation and promoting the development and adoption of artificial intelligence in Luxembourg.
This partnership marks a significant step forward for Luxembourg and its commitment to position itself as a world leader in the sovereign data economy.
As a result of this strategic partnership, Mistral AI will open offices in Luxembourg and contribute to the creation of highly skilled jobs. By working with Mistral AI, a renowned European start-up, the Government is taking an important step in implementing its new artificial intelligence strategy.
Besides the economic development, the partnership pursues the dual objective to adopt artificial intelligence within the State and to collaborate with public research institutions.
The areas of research are wide-ranging, with the primary aim being to have a tangible effect in society. Particular emphasis is being placed on the subject of trusted and explainable AI for compliance.
The multiannual partnership will also enable the Government to use Mistral AI's services to develop cutting-edge solutions, in collaboration with local players, in line with the flagship projects identified in our national strategy on artificial intelligence. Mistral AI offers high-potential solutions for creating public services that are more innovative, more efficient and better adapted to the needs of citizens and businesses. The implementation of such technologies also represents a strategic lever for accelerating the digital transition within the public administration, especially the implementation of digital governance aimed at making greater use of public sector data.
A contract signed between the Minister for Defence and Mistral AI, as part of the strategic partnership, will also enable close collaboration between Mistral AI and the Luxembourg Armed Forces to further integrate cutting-edge artificial intelligence tools into its activities.
The common thread running through this partnership remains Luxembourg's data sovereignty, a fundamental principle that guides all our initiatives. That's why the solutions offered as part of this collaboration are all hosted on site, ensuring that sensitive data remains under the exclusive control of the State. By opting for on-site solutions, we ensure that all critical information is protected in accordance with the most stringent security standards, while meeting our country's specific requirements in terms of confidentiality and data protection. This approach strengthens not only data security, but also the confidence of citizens and businesses in the technologies deployed by the State.
