Taina Bofferding approves the first PAP based on the new measures of the Housing Pact 2.0

Le projet "Mäertert Bergfeld" dans la commune de Mertert − quand le logement abordable est une priorité

215 housing units, including 37 affordable units (divided into 3 single-family homes and 34 apartments), will be built as part of the Mäertert Bergfeld Special Development Plan (plan d'aménagement particulier - PAP). This is the first real estate project to be realised in accordance with article 29bis of the amended law of 19 July 2004 on municipal planning and urban development, resulting from the Housing Pact 2.0. The project will provide housing for around 500 people, of which around 90 will qualify for affordable housing.

Thus, Article 29a fulfils its objective of contributing to a significant increase in the public housing stock by reserving a certain percentage of the gross built area for affordable housing for each PAP concerned.

The land on which the houses are built is transferred to the municipality or the state, which also guarantees that the houses will remain affordable as they will not be sold or rented on the private market.

The Mäertert Bergfeld project is also an example of how the private developer, the municipality of Mertert and the Ministry of the Interior have worked closely together to achieve a good mix of housing types of high urban quality and an attractive public space for residents. The project thus represents a good model for future projects.
