From 32,197 to 41,336 registrations: large increase in registration numbers in March

In May 2022, the Ministry of Family Affairs, Integration and the Greater Region and its partners launched the awareness campaign "I can vote". The aim is to inform non-Luxembourg residents of their right to vote in the municipal elections on 11 June 2023 and to make them aware of the need to register on the electoral rolls by 17 April 2023 at 5pm.

Due to the amendment of the electoral law in 2022, non-Luxembourg residents who have been resident in Luxembourg for less than five years also have the right to vote in the municipal elections.

In order to precisely follow the evolution of the registrations in the electoral rolls, the Ministry of Family Affairs, Integration and the Greater Region collaborates with the Government IT Centre (CTIE) to obtain statistics on the registrations broken down by certain individual characteristics and by municipality of residence.

With this press release, we are publishing these statistics, which reflect the situation on 30 March 2023.

41,336 people have registered up to 30 March 2023, with an average registration rate of 16.1% (up 28.4% since 28 February).

A significant increase in registrations were observed in March 2023: 9,139 new registrations were validated, compared to 2,206 for February 2023 and 1,337 for January 2023.

In absolute figures, the 2017 registrations were largely exceeded (from 34,638 in 2017 to 41,336 in March 2023).

The "I can vote" campaign was intensified from the end of February to the end of March, with awareness-raising and information events in 15 companies and institutions employing a significant number of non-Luxembourg residents. At these events, the Minister for Family Affairs and Integration, Corinne Cahen, explained the voting system in Luxembourg, how the elections of 11 June will be conducted and the possibilities of voting by mail. She also stressed the importance of participating in the democratic process and making one's voice heard at the local level, where many decisions that have a direct impact on our daily lives are taken. Other companies made posters and leaflets available to their staff, with the call to register until 17 April at 5pm. A national registration day (on 18 March) also contributed to a substantial increase in the rate of registration, with over 1,000 registrations spread across all participating municipalities.

The aim of these statistics is to be able to identify those groups of residents where registration rates remain low and where our information and awareness-raising efforts need to be strengthened by offering them incentives to participate in this important democratic moment, which is accessible to all.

In order to inform the municipalities about their respective registration rates, the Department of Integration sends out an information sheet with statistics to every municipality in the country.

A recap of the "I can vote" campaign will be made at a press conference in the presence of CEFIS on 19 April at 10 am. An invitation to the press will be distributed as soon as possible.
