The National Action Plan for the Safety of Journalists (2025–2028)

A concrete commitment to the safety of journalists in Luxembourg.

The National Action Plan for the Safety of Journalists (2025–2028) reflects the government's strong commitment to ensuring a safe and enabling environment for journalism in the Grand Duchy. Presented by Minister Elisabeth Margue during the Conference on the Prosecution of Crimes Against Journalists: “Building the paradigm against impunity of crimes against journalists”, held on April 29 and 30, 2025, at the Hemicycle in Luxembourg, this plan is part of a dynamic inter-institutional cooperation. It brings together the Ministry of Justice, the Ministry of Foreign and European Affairs, the Information and Press Service, the Department for Media, Connectivity and Digital Policy, the Grand Ducal Police, and representatives of the media sector.

The result of a collaborative effort, this plan reflects a shared determination to act in a coherent and coordinated manner in the face of growing threats to press freedom and journalist safety.

The plan is based on four main pillars: prevention, protection, prosecution, and the promotion of information, education, and awareness. It outlines a set of concrete measures to be implemented at the national level. Its main objectives are as follows:

  • to prevent risks and threats against journalists,

  • to improve cooperation between public institutions and media actors,

  • to ensure effective prosecution of those who commit acts of violence or intimidation,

  • and to raise public awareness of the importance of journalism for the proper functioning of democracy.

This action plan marks an important milestone in the implementation of Luxembourg’s international commitments on press freedom and the protection of journalists.
