Presentation of the results of the survey on volunteering in Luxembourg in the presence of TNS-Ilres

On 20 April 2022, the minister for Family Affairs and Integration, Corinne Cahen, invited to a press conference to present the results of a survey on volunteering in Luxembourg in the presence of Tommy Klein from TNS-Ilres.

A strategy to promote volunteering

The survey first sought to gain an in-depth understanding of the current situation of volunteering in Luxembourg, and then to identify the motivations and obstacles as well as the supports and means to capitalise on the information obtained.

The identification of the general level of formal and informal engagement in Luxembourg included the analysis of women's versus men's engagement, the composition of the household, the nationality and knowledge of Luxembourgish, as well as the feeling of belonging or the socio-economic situation as factors contributing or not to a commitment in terms of volunteering.

The fields of activity with the positions held and the frequency of involvement, seniority and remuneration formed another part of the survey.

The survey of motivations, satisfactions and disappointments as well as the obstacles to volunteering in combination with the analysis of the profile of non-volunteers in Luxembourg made it possible to draw a number of conclusions that will help to "promote civic engagement more effectively" and to develop a "strategy to promote volunteering and to support the many volunteers in their voluntary work", as stipulated in the government's 2018-2023 coalition agreement.

A vehicle for social cohesion and living together

Volunteering is an enormous opportunity for living together in Luxembourg, whether at national, regional or local level, in all areas of activity. Therefore, the ministry is putting the results of the survey into practice by preparing a large information and awareness campaign aimed at all layers of society.

A platform going online later this year by the Agency for Volunteering will help to coordinate the needs for volunteering on the one hand and the offer on the other. However, the minister underlined "the need for flexibility in terms of engagement that takes more account of people's pace of life and is open to new ideas".

There are many areas of activity in which voluntary involvement is a prerequisite for the smooth running of society. "Our challenge is to help people who want to get involved to identify the offer that best suits their profile and availability. Then, it is a question of organising the training offer and networking. These enable volunteers to find their way around the chosen field of action and to be able to pass on good practice, but also to find someone to discuss their questions and concerns."

Origins of the study

This survey, commissioned by the Ministry and carried out by TNS-Ilres among 2,058 residents aged 16 and over by telephone and online, was conducted between 20 October and 30 November 2021. It is part of the government's 2018-2023 coalition agreement and reflects a political will while, at the same time, responding to a demand from the social sector.
