Franz Fayot, Minister for Development Cooperation and Humanitarian Affairs, paid a working visit to Cabo Verde on 7 March 2023.
The visit enabled Minister Fayot to co-chair the 22nd Luxembourg-Cabo Verde Partnership Commission together with Rui Figueiredo Soares, Cabo Verde's Minister of Foreign Affairs, Cooperation and Regional Integration. On the Cabo Verdean side, Gilberto Silva, Minister for Agriculture and the Environment, and Alexandre Monteiro, Minister for Industry, Trade and Energy, were also present.
The Partnership Commission, which this year coincided with the 30th anniversary of the signing of the first General Cooperation Agreement, provided an opportunity to review the state of development cooperation relations and the progress of the Indicative Cooperation Programme "Development-Climate-Energy" (ICP DCE), including the latest developments in the areas of employment and employability, energy transition, water and sanitation, local development and climate change. As a reminder, the ICP DCE is implemented jointly with the Ministry of the Environment, Climate and Sustainable Development and the Ministry of Energy and Spatial Planning, and is based on a whole-of-government approach, both in terms of funding and strategic guidance.
In Praia, Franz Fayot also had meetings with the President of the Republic of Cabo Verde, José Maria Neves, and the Prime Minister, Ulisses Correia e Silva, during which Minister Fayot and his interlocutors expressed their satisfaction with the strong ties of friendship between Luxembourg and Cabo Verde as well as with the significant progress that has been achieved in the area of development cooperation over the past 30 years. In honour of the 30th anniversary of the signing of the first general cooperation agreement, Prime Minister Ulisses Correia e Silva presented Minister Fayot with a Luxembourg government decoration dedicated to cooperation.
Finally, Minister Fayot took part in the launch of the "Form@Empresa" project, financed by Luxembourg Cooperation and implemented by the International Labour Organisation, which aims to promote access to decent and quality employment in Cabo Verde.
