Electronic invoicing: we will continue to accompany you beyond 18 March 2023!

From 18 March 2023, any economic actor sending invoices to a Luxembourg public sector organisation will fall under the legislation on electronic invoicing, as provided by the law of 13 December 2021.

This obligation applies only in the context of a public contract or a concession contract. As a reminder, the legislation considers a public contract to be any written contract between an economic operator and a public sector organisation for the execution of works, the supply of products or the provision of services.

There are two options for issuing and transmitting electronic invoices: either the Peppol common delivery network or one of the online procedures offered for this purpose via the MyGuichet.lu platform. This is also available to any economic operators who do not have a VAT number.

Since the law came into force in December 2021, the Ministry for Digitalisation, the Chamber of Commerce and its House of Entrepreneurship, as well as the Chamber of Skilled Trades and Crafts have been working together to raise awareness and inform economic operators of the challenges of electronic invoicing and the solutions proposed. These efforts will continue after 18 March 2023.

To this end, the e-invoicing portal www.e-facturation.lu provides useful links to all information available online on this subject. It is updated regularly. In addition, the helpdesks of the Ministry for Digitalisation, the House of Entrepreneurship, as well as the eHandwierk Service will continue to be available for any questions relating to electronic invoicing.
