The key purpose of this summit, which brought together nearly 100 States, was to develop a common understanding of the possible path towards a just and lasting peace in Ukraine, based on the United Nations Charter and the fundamental principles of international law.

On this occasion, the Prime Minister recalled the importance for Luxembourg of a stable and peaceful international order based on international law. In this respect, he considered that the fact that countries from all over the world took part in this summit was a success and a strong message to Russia and the rest of the world.

He expressed Luxembourg's wish to re-establish peace and stability in Europe in collaboration with Ukraine and our international partners. Lasting peace in Ukraine requires respect for international law and the sovereignty of States.

"In a civilised world, the borders of countries cannot be changed by force", insisted the Luxembourg Prime Minister.

He went on to say that "the current conflict in Ukraine goes beyond European borders, particularly in terms of global food security" and that "respect for international law by all players is a life insurance policy for peace and stability in Europe. Beyond that, we cannot accept the current proliferation of violence spreading further, whether in Ukraine or elsewhere".

At the summit, a joint declaration designed to create the basis for a negotiating framework for a future peace agreement was adopted by a large majority of the States present.
