Luxembourg hosts high-level mission as part of WHO Universal Health Review (UHPR)

On 27 and 28 November 2025, Luxembourg will welcome the high-level mission of the Universal Health and Preparedness Review (UHPR) at Senningen castle. The UHPR is an initiative launched by the World Health Organisation (WHO) to strengthen countries' preparedness for health emergencies.

The UHPR enables each participating country to thoroughly assess its preparedness capabilities, learn lessons from past crises – notably the COVID-19 pandemic – and identify areas for improvement. The process includes a national review, a high-level mission conducted with the WHO and the European Commission, and a peer review between Member States.

The mission will be attended by:

• Martine Deprez, Minister of Health and Social Security,
• Dr Hans Henri P. Kluge, WHO Regional Director for Europe
• Dr Chikwe Ihekweazu, Executive Director, WHO Health Emergencies Programme, WHO Headquarters
• Sandra Gallina, Director-General of the Directorate-General for Health and Food Safety (DG SANTE) at the European Commission,
• Dr Florika Fink-Hooijer, Director-General of the Directorate-General for the Health Emergency Preparedness and Response Authority (DG HERA) at the European Commission.
• Two official observers from Portugal and Sri Lanka.

For two days, representatives from the Ministry of Health and Social Security will discuss the strengths and challenges of Luxembourg's public health system with experts from the WHO, the European Commission and other Member States.
