Lydie Polfer: Before talking about the best person to hold the post of European Foreign Minister it is important to find an agreement between governments about the role an the scope of action of the future European Foreign Minister.

Whoever will carry this responsibility must be assured that he or she can rely on all the necessary instruments to analyze and address the problems a common European foreign policy has to face.

At the same time, we have to make sure, there is a complete coherence of actions, views and instruments between the Commission and the European Foreign Minister.

As far as my colleague Joschka Fischer is concerned, I am convinced; his personal and political capabilities make him a very good choice for this post. More important however than the person is in my view the institutional set-up because even the best man will not live up to the expectations if we deny him the appropriate instruments.
