La Commission internationale pour le Service International de Recherches a tenu sa réunion régulière le 16 mai 2006 à Luxembourg.
Elle a adopté par consensus des amendements à l’accord instituant une Commission internationale pour le Service International de Recherches et à l’accord sur les relations entre la Commission internationale pour le Service International de Recherches et le Comité de la Croix-Rouge. Ces amendements permettront l’ouverture aux chercheurs et historiens de la riche documentation conservée au siège du S.I.R. à Bad Arolsen.
Les nouvelles dispositions seront soumises à la signature des représentants des États membres à une date à fixer à bref délai par la République Fédérale Allemande, puissance dépositaire des accords de base. Elles devront être ratifiées par chaque pays membre conformément à ses procédures nationales. Elles entreront en vigueur dès que tous les pays auront informé la République Fédérale de l’accomplissement de cette formalité.
La CISIR espère vivement que ces formalités seront accomplies le plus rapidement possible. Les gouvernements représentés à la Commission internationale ont la ferme volonté politique d’agir en ce sens.
L’accès aux archives et documents conservés par le S.I.R. se fera en tenant compte d’une protection adéquate des données personnelles. Tous les pays membres disposent d’ailleurs d’une législation satisfaisante en la matière.
Cette nouvelle et importante mission du S.I.R. ne portera pas atteinte à la mission humanitaire qu’il exerce depuis sa création.

Der Internationale Ausschuss für den Internationalen Suchdienst ist am 16. Mai 2006 in Luxemburg zu seiner alljährlichen Plenarsitzung zusammengekommen.
Einstimmig wurden Änderungen des Abkommens über die Errichtung eines Internationalen Ausschusses für den Internationalen Suchdienst und des Abkommens über die Beziehungen zwischen dem Internationalen Ausschuss für den Internationalen Suchdienst und dem Internationalen Komitee vom Roten Kreuz beschlossen. Diese Änderungen ermöglichen die Öffnung der umfangreichen Bestände des am Sitz des ISD in Bad Arolsen aufbewahrten Archivs.
Die neuen Bestimmungen unterliegen der baldigen Unterschrift der Vertreter der Mitgliedsstaaten. Der Zeitpunkt der Unterschrift wird von der Bundesrepublik Deutschland als Verwahrer der ursprünglichen Abkommen festgelegt. Jeder Mitgliedstaat wird die neuen Bestimmungen gemäß seiner nationalen Verfahren ratifizieren. Diese treten in Kraft sobald die Mitgliedsstaaten die Bundesrepublik Deutschland über den Abschluss der entsprechenden Formalitäten in Kenntnis gesetzt haben. Der IAISD hofft, dass diese formellen Verfahren rasch vorankommen. Die im Internationalen Ausschuss vertretenen Regierungen bekräftigen ihren festen politischen Willen, in diesem Sinne zu handeln.
Der Zugang zu den im ISD aufbewahrten Archiven und Dokumenten erfolgt unter Berücksichtigung der entsprechenden Bestimmungen über den Personendatenschutz. Alle Mitgliedsstaaten verfügen diesbezüglich über eine zufrieden stellende Gesetzgebung.
Diese neue und wichtige Aufgabe des ISD wird die humanitäre Mission, die der Suchdienst seit seiner Gründung erfüllt, nicht beeinträchtigen.

Results of the meeting of the International Commission for the International Tracing Service in Luxembourg on 16 May 2006
The International Commission for the International Tracing Service held its regular annual meeting in Luxembourg on 16 May 2006.
It adopted by consensus amendments to the Agreement constituting an International Commission for the International Tracing Service and the Agreement on the relations between the International Commission for the International Tracing Service and the International Committee of the Red Cross. These amendments will allow for the opening to researchers and historians of the rich documentation preserved at the site of the ITS in Bad Arolsen.
The new provisions will be subject to the signature of the representatives of member states at a date to be decided in the short term by the Federal Republic of Germany, depository power of the original agreements. They will have to be ratified by each member state in accordance with their national procedures. They will enter into force as soon as all countries have informed the Federal Republic of Germany of the completion of this procedure. The ICITS sincerely hopes that these formalities will be completed as soon as possible. The governments represented at the International Commission have the firm political will to act in this sense.
Access to the archives and documents preserved by the ITS will be granted by taking into consideration the adequate protection of personal data. The national law of each member states ensures adequate protection relating to personal data.
This new and important mission of the ITS will not affect the humanitarian mission that it has pursued since its creation.
